Panos T. Xenokostas is the Founder, President, and CEO of ONEX Shipyards & Technologies Group and the driving force behind the revival of Greek heavy industry and the country’s return to the global maritime stage.

A graduate aeronautical engineer from the Hellenic Air Force Academy with an IUKB, Panos T. Xenokostas built his career around a conviction shared by few of his contemporaries: that Greece could once again become a leading industrial nation. At a time when much of the country’s heavy industry had been written off, he set out to prove that the right combination of capital, engineering discipline, and strategic ambition could revive what others had abandoned.

His most defining achievement has been the operational restart and modernization of two of Greece’s largest shipyards, first in Syros and later in Elefsina, restoring them as productive industrial assets and repositioning them as internationally competitive maritime hubs. Under his leadership, ONEX Group has reactivated production lines that had remained idle for years, restored employment opportunities for thousands of workers, and returned Greek shipbuilding to the global stage after nearly three decades of decline.

What began as a shipyard turnaround evolved into a diversified industrial platform. Panos Xenokostas expanded ONEX Group into shipbuilding and ship repair, naval defense, offshore construction and floating wind, port and logistics infrastructure, energy, combined transport, railway rolling stock, and emerging technologies. His strategy views these sectors not as isolated businesses, but as interconnected components of a single industrial ecosystem designed to position Greece as a strategic hub at the crossroads of the Mediterranean, the Black Sea, and Southeastern Europe.

His leadership is defined by execution. He has built ONEX Group on the principle that strategic vision matters only when it is matched by industrial delivery, and that international partnerships are meaningful only when they result in ships built, infrastructure developed, and jobs created on Greek soil. Through this work, he has become closely associated with a broader vision: that national sovereignty, energy independence, and industrial competitiveness are inseparable, and that rebuilding a nation’s productive capacity is among the most important contributions one generation can make to the next.

Career & short bio

Panos T. Xenokostas is a visionary entrepreneur and investor with extensive experience across shipbuilding, maritime, ICT, aviation, defense and security, and energy. He graduated from the Hellenic Air Force Academy as an Aeronautical Engineer. He later completed postgraduate studies at the Kurt Bösch University Institute in Switzerland, earning a master’s degree in business Organization (IUKB). He is the Founder, President & CEO of ONEX Shipyards & Technologies Group. He serves as President of the Hellenic Shipyards Association, an institutional body he established in 2023 to provide Greece’s shipbuilding sector with a unified voice on the international stage.

Over the past several years, he has led the comprehensive industrial revival of two of Greece’s largest shipyards, in Syros and Elefsina, while expanding ONEX into a diversified industrial group operating across shipbuilding and ship repair, naval defense, offshore construction and floating wind, port and logistics infrastructure, energy, combined transport, railway rolling stock, and emerging technologies. His investment-driven approach has attracted long-term capital from leading institutional partners in the United States and internationally, establishing ONEX as one of the fastest-growing industrial groups in the Eastern Mediterranean.

He has received international recognition for his entrepreneurial, environmental, and social contributions and remains actively engaged in initiatives that strengthen Greece’s industrial base, energy security, and role within global maritime and defense supply chains.
