Signing of Cooperation Agreement between THRIASIO LOGISTICS CENTER S.A. (TLC S.A.) and ONEX ELEFSIS PORT & INTEGRATED LOGISTICS HUB S.A. in the presence of the Minister of Development, Mr. Takis Theodorikakos

A Memorandum of Cooperation was signed today, May 15, 2025, between THRIASIO LOGISTICS CENTER S.A. (TLC S.A.) and ONEX ELEFSIS PORT & INTEGRATED LOGISTICS HUB S.A., in the presence of the Minister of Development, Mr. Takis Theodorikakos.

The collaboration focuses on strengthening supply chain operations and optimizing commercial and shipbuilding-repair logistics flows, with the shared objective of creating innovative and sustainable logistics solutions. The agreement focuses on:

  • Development of an integrated supply chain management system utilizing the infrastructure of the Thriasio Logistics Centre (TLC) for the storage, distribution, and transportation of raw materials, equipment, and spare parts to the shipyards.

  • Support of import and export activities through the use of special customs procedures and free trade zones within TLC, facilitating customs clearance and the efficient handling of shipbuilding-related goods.

  • Creation of a central transshipment hub for ship supplies, with emphasis on fuels, spare parts, maritime equipment, and consumables.

  • Promotion of green transportation solutions by utilizing TLC’s rail and road connectivity with the shipyards, as well as the use of electric or hydrogen-powered vehicles for cargo transportation.

  • Development of smart logistics through automation and digital technologies such as 5G, IoT, Artificial Intelligence, Big Data, and Blockchain to improve supply chain management and monitoring.

  • Exchange of expertise in the design and development of logistics infrastructure (warehouses, hubs), with a focus on digital transformation and sustainable practices.

This collaboration strengthens the strategic connection between logistics and the shipbuilding-repair sector while reinforcing the role of Western Attica as a hub for trade, innovation, and sustainable growth.

Statement by Mr. Panos Xenokostas, Chairman & CEO of ONEX ELEFSIS PORT & INTEGRATED LOGISTICS HUB S.A.

“We would like to express our sincere appreciation to the Ministry and Minister Mr. Theodorikakos, the Government, and personally Prime Minister Mr. Mitsotakis for their consistent support of our plan to revive the Elefsis Shipyards, which we view as a critical industrial mechanism and technological hub for the country's energy transition, industrial transformation, and supply chain independence.

The utilization of more than 400 acres of industrial land and port infrastructure, combined with our strategic cooperation with Thriasio for the exchange of expertise, has become even more important in light of recent global developments.

At the same time, we are grateful for the decisive support of the U.S. Government, the U.S. Embassy in Greece, and the U.S. International Development Finance Corporation (DFC), which have stood by us since 2020 through significant financing initiatives. Through these investments, we seek to substantially enhance the country’s industrial and technological footprint in the region, creating pioneering enterprises with positive economic impact for society and both countries, while securing production capacity and new employment opportunities.”

Statement by Mr. Vasileios Magklaras, Chief Executive Officer of THRIASIO LOGISTICS CENTER S.A.

“The signing of this Memorandum of Cooperation with ONEX represents an important step toward leveraging the capabilities of the Thriasio Logistics Center for the benefit of the Greek shipbuilding and ship repair industry.

This strategic partnership opens new pathways for strengthening supply chains, optimizing commercial flows, and promoting sustainable and innovative logistics solutions.

The long-standing experience of TLC’s principal shareholder, GOLDAIR CARGO, provides a strong foundation for the creation and development of innovative and efficient solutions in this sector.

Our objective is to create a modern and green transportation and cargo management ecosystem capable of comprehensively serving the needs of the shipbuilding and ship repair industry—from the storage of raw materials and equipment to the rapid and flexible supply of vessels.

At the same time, TLC’s technological capabilities, featuring next-generation digital infrastructure and advanced automated solutions, combined with special customs facilities and green transportation options, provide the foundation for the development of a dynamic international logistics hub.

Through the exchange of expertise, cooperation in the design of sustainable and digitally transformed logistics infrastructure, and the continuous pursuit of best practices, we aspire to jointly shape the future of supply chain management in the shipbuilding sector.”
