AKTOR Group and ONEX Shipyards & Technologies Group have signed an exclusive strategic cooperation agreement with the objective of jointly participating in the upcoming tender process for the concession of the commercial operation of the Port of Elefsis, which is expected to be launched by the Hellenic Corporation of Assets and Participations (Growthfund).
The concession is anticipated to become one of the most significant development projects in Greece within the transportation, logistics, and maritime sectors.
The two Groups bring distinct and complementary capabilities that ensure an effective division of responsibilities. AKTOR Group will undertake the development and construction of the required infrastructure, while ONEX Group will be responsible for the management and operation of port infrastructure and activities.
Through this strategic alliance, the two Groups aim to establish an international maritime and logistics hub in Greece, capable of positioning the country at the center of global trade and transportation flows.
AKTOR Group contributes extensive expertise in the construction of complex infrastructure projects, port facilities, and large-scale maritime developments, as well as significant experience in concessions and Public-Private Partnership (PPP) projects, with a portfolio of 16 major concession and PPP projects.
ONEX Shipyards & Technologies Group brings to the partnership the expertise and experience it has acquired through the successful revival of the Greek shipbuilding industry. As part of its broader vision to create a world-class Integrated Hub combining shipbuilding, defense, industry, technology, energy, logistics, and port operations, ONEX has expanded dynamically into port management through its subsidiary, ONEX Elefsis Port.
As the owner and operator of private port facilities and a member of the Board of Directors of the Hellenic Ports Association (ELIME), ONEX further strengthens the strategic depth of the partnership. Combined with the Group’s recent international agreements and expanding industrial footprint, the alliance accelerates the transformation of Elefsis into a major maritime, logistics, and industrial reference point for the Eastern Mediterranean.
The project aligns with ONEX Group’s long-term strategy of creating an integrated Shipyard–Port–Logistics Hub, connecting maritime infrastructure, industrial activity, transportation networks, and supply chain services into a single strategic ecosystem that supports economic growth, investment, and regional competitiveness.
